La Vernia ISD teachers get 1-percent raise

Continued residential development within the La Vernia Independent School District (ISD) has officials pondering what the future might hold. Members of the district’s board of trustees, at their June 1 meeting, got their first look at an ongoing demographic study being conducted by Davis Demographics & Planning Inc. which is based in Riverside, Calif., and has an office in Irving.

“La Vernia offers the advantage of a small, country community, ideal for young professionals and growing families,” said Davis representative Adan Navarrette.

The preliminary data considers factors such as U.S. Census records and Texas Department of State Health Services vital statistics for Wilson and Guadalupe counties, current enrollment, and existing and proposed homes to forecast student-population growth over the next decade. This will aid the board in facilities planning.

Navarrette said that based on Davis’ findings, the greatest concentration of La Vernia ISD’s prekindergarten-through-12th-grade pupils reside in the residential subdivisions south and west of the city, particularly near the intersection of F.M. 775 and C.R. 319.

Based upon 10-year student projections, Navarette said the district, with a 2014-15 enrollment of 3,368, is expected to surpass 3,600 students in the 2018-19 school year.

2015-16 budget

Also during the meeting, trustees began laying the groundwork for the fiscal year 2015 budget, which has to be approved before June 29. A date for the public hearing and subsequent vote on a spending plan has not been finalized.

However, the board voted that the budget will include a 1-percent salary increase, plus a “step adjustment” for all professional employees and a 1-percent salary hike for administrators. Finance Director Kati Burke said for the lowest-paid teachers, the adjustment will mean a $478 bump in pay.

According to Burke, La Vernia ISD estimates $24,576,548 in total revenue for the upcoming school year, of which $427,000 will come through federal funding and $14,424,717 from the state. This, she said, could increase, due to a new school-funding plan awaiting Gov. Greg Abbott’s signature.

Expenditures are expected to total $24,569,931 of which $19,703,597 will include payroll resulting in an anticipated surplus of $6,617.

The tax rate that will support the spending plan has not been proposed, as the district does not expect to receive certified appraisal values until July 25, Burke said. The district likely will not adopt a rate until Aug. 24.
