City resolves to stem Wilson County water flow

The La Vernia City Council opposes a plan to for water from Wilson County to feed future water needs in Cibolo and Schertz.

Wilson County Judge Richard L. “Dickie” Jackson addressed the city council during its June 11 meeting, regarding a proposal by the Cibolo Valley Local Government Corp.’s Carrizo Project. The group is purchasing water rights from Wilson County landowners, Jackson said, and has proposed a plan to the South Central Texas Regional Water Planning Group (Region L), to transport water from Wilson County to the cities of Cibolo and Schertz to meet future water needs.

Jackson and La Vernia Mayor Robert Gregory attended a meeting June 8 in San Antonio, where the proposal was presented to Region L for consideration as part of the region’s 2016 Initially Prepared Plan to meet future water needs for Atascosa, Bexar, Caldwell, Calhoun, Comal, Dewitt, Dimmit, Frio, Goliad, Gonzales, Guadalupe, Karnes, Kendall, La Salle, Medina, Refugio, Uvalde, Victoria, Wilson, Zavala, and part of Hays counties.

“What’s to prevent a private citizen from selling [water rights] to them?” Councilman Mark Doege asked Jackson.

“Nothing,” the judge responded. “It’s all perfectly legal. But I’m not sure the people understand what this does to the value of their property.”

Councilman Harold Schott agreed, saying, “When people sell their water rights, they can never drill an irrigation well for themselves.”

Gregory presented a resolution to the council, supporting Wilson County’s opposition to the Cibolo Valley Local Government Corp.’s proposal to utilize Wilson County water in future. This was approved unanimously by council members Schott, Doege, Eloi Cormier, Marie Gerlich, and Jennifer Moczygemba.

In other business, the council:

•Approved Marie Gerlich to continue as mayor pro tem

•Approved a consultant service agreement with MuniServices LLC

•Met members of the La Vernia Youth Advisory Council (see above)

•Approved a budget calendar for the fiscal year 2015-16 budget, beginning July 20.
