Thomas Tunstall, Ph.D., the director of research for the Institute for Economic Development at the University of Texas At San Antonio, is among the speakers lined up for the March 20 “Governor’s Small Business Forum: Opportunities of the Eagle Ford Shale” in La Vernia.

LA VERNIA -- Thomas Tunstall, Ph.D., will address the “Economic Impact of the Eagle Ford Shale” Tuesday, March 20, in La Vernia. Tunstall’s address is part of the “Governor’s Small Business Forum: Opportunities of the Eagle Ford Shale,” an event hosted by the La Vernia Municipal Development District from 8 a.m. to 12:30 p.m. in the La Vernia High School auditorium on F.M. 775.

Tunstall is the director of research for the Institute for Economic Development at the University of Texas at San Antonio. He has spent a significant portion of his career on work-force and economic development assignments overseas in locations such as Azerbaijan, Afghanistan, Kenya, and Zambia.

In Kabul, Afghanistan, Tunstall was responsible for Central Bank infrastructure improvements in the aftermath of 9-11 on behalf of the U.S. Agency for International Development (USAID). In Baku, Azerbaijan, he led efforts to improve the business-enabling environment there through public outreach, legal and regulatory reform, and improved access to finance, and by engaging academic institutions to modernize their curricula. In Nairobi, Kenya, he served as deputy chief of party on a USAID project to promote competitiveness and trade expansion throughout East Africa.

Closer to home, Dr. Tunstall has worked with small-to medium-sized businesses across a wide variety of industry lines in the United States, as well as with Fortune 1000 organizations in the telecommunications, hospitality/tourism, and information technology sectors. In 2002, he led a research team to develop a Telecommunications Policy Assessment Study for the state of Alaska, which was delivered to the governor’s office and both houses of the Alaska Legislature. He worked with the newly created Transportation Security Administration within the Department of Homeland Security to implement revamped airport security screening procedures at the Dallas-Fort Worth International Airport, and also several regional airports in Southern California.

Tunstall’s background includes work in economic research, statistical analysis, forecasting, strategy development, and operational implementation. He holds a Ph.D. in economics and public policy, and an M.B.A. from the University of Texas at Dallas, as well as a B.B.A. from the University of Texas at Austin. He is the author of Outsourcing and Management and served as the technical editor for Outsourcing for Dummies.
